Shadgard comes alive!

More and more NPCs are popping up around Shadgard, going about their daily lives on their own schedules, and willing to chat with people and occasionally give some potentially interesting tidbits in response to those who ASK the right questions. Additionally, some of the NPCs who previously didn't have much to say are starting to feel a bit more talkative.

P.S. A few hints:
- Most talkative NPCs will have multiple potential responses when asked about chat. It's a good starting point for deducing what else to ask them about.
- Many will also talk about their job.

I can probably toss a few other NPCs into New Emberlight to make it feel a bit more alive. As always, just keep in mind that it's meant to be a minor outpost and not a bustling town.
