Stagger prevents roundtime decrease

Roundtime no longer goes down during the effects of Stagger. This should make several combat knockdown maneuvers much more effective in single combat, since the target will no longer be able to so often stand up before you can get a followup attack in to take advantage of the knockdown you just caused.

I haven't done a lot of testing myself yet, but this could potentially be too powerful. Those of you with combat characters, please report if the effect needs to be toned down somehow (could maybe halve roundtime decrease instead, or something like that).
