Nominate by username!

Allow us to nominate players for roleplay based on their player names!
I wanted to nominate a character recently, but they were wearing a disguise, and I wasn't able to nominate them no matter how I tried to enter the command. (I'm not sure of the exact details of why it doesn't work; maybe it happened because I have never actually named their undisguised character?) In any case, allowing us to nominate people based on a username instead of a character name will hopefully circumvent all that.
