Mistral Lake to crack down on permits for occult practice in town

While not a major incident in and of itself, the appearance of several phantoms in Mistral Lake - believed to be the accidental result of a reckless sorcerer practicing within town - seems to have resulted in a push for a stricter enforcement of permits on occult channeling in the population the center. "We continue to welcome sorcerers and other occult practitioners in Mistral Lake," a Keep spokesman said, "but even despite the relative rarity of occult accidents thus far, we still feel it is necessary to enforce a stricter regulation on the practice, and on who is allowed to do so within town. The safety of our citizens is our top priority."

Practitioners of any occult art, no matter how simple or benign, should make their way to the Permit Applications office of the Mistral Lake Citizen Services building and APPLY for the appropriate permit immediately. Practicing any occult art in town without a permit will be punishable by a fine and jail time, and repeat offenses may result in greater punishments to be determined by Mistveil Keep.

It should be stressed that these permits do not allow complete freedom of practice nor immunity to consequence: Occult practices should still be carried out with the utmost care and caution when worked in town and around fellow citizens. Disruptive activity, even if not technically harmful, will still be punished. Disrespectful occult activity will also still be punished regardless of permit: Most venues and private properties do not appreciate having occult diagrams scrawled on their floors no matter how temporary, nor do they appreciate potentially dangerous conjurations or other occult workings on their properties regardless of intent. Certain areas will be designated as forbidden zones for occult practices even to those with permits, such as within the prison area, in front of Mistveil Keep, and within in the Guardhouse.

All occult practice permits will require a skill aptitude test. Permits will not be given to those who have only the most basic of understandings of their occult art - such individuals must keep their occult practices to areas outside the town.

I did a little overhaul of the permit system so it can be much more easily extensible! Our first round of permits beyond the commerce permit are the occult practice permits, which can be found in the same place as the commerce permit, inside the Citizen Services building and to the west (now simply named the Permit Applications office rather than Bureau of Commerce).

It's been a fiddly system to set up and we will likely see some bugs with how the permits are enforced. For the time being, the permits should only be enforced in the Mistral Lake and Mistral Lake Environs (where the farms are) areas. There should be a warning and required confirmation in these cases. If there is no NPC crowd in the area to see or report a non-permitted occult practice, no warning or confirmation will occur, but PCs should still never assume they are always guaranteed to be alone and not being watched just because the NPC crowd counter is at 0 - particularly in Mistral Lake.

Is there a command to flash one's permits for roleplay purposes? It would be cool for, like, a papers-please esque permit check.

Per the changelog: The PERMIT SHOW command can now be used to hold up a specified permit for the rest of the room to see. (Enter the command without any arguments to see a syntax example.)
