ESP channel activity indicator

Per the changelog: Activity on an ESP channel that a character has access to but is not currently tuned to will now cause a flickering of that channel's color in the character's mind, giving them the opportunity to tune to the other channel and check on the conversation.

This should make the channels a tad more useful, helping people know when to hop over to one of the non-gray ones when there's activity. And it gives us GMs a way to hook people from certain organizations when we want to get something going!
