Handcart/wagon/etc. registrations

Per the changelog: It is now possible to register handcarts, wagons, etc. that are currently in one's bank vault in the same town as the Twilight Eye registrar office that one is registering from. Such registrations are being monitored and scrutinized for a time following this update: Please do not register a handcart that is not your own. Cases of theft and registration of handcarts that do not belong to a character will be punished.

Handcarts are a big investment and in some ways are technically easier to steal, so we figured the ability to register them to prove ownership was a good idea. A new notice has been added when registering container items, which applies to carts as well, however: Registration of a container is registering the container item only, NOT THE ITEMS INSIDE IT. Recovery of a container (including a handcart) does not automatically include the items that were in it during the time of registration. If someone steals a container (or cart) and clears all the items out of it, recovery will not return the items removed from it, only the registered container itself.

TL;DR: Cart registration does NOT secure the items inside the cart from theft or enable the recovery of contained items. Owners must still be careful and responsible with their carts and should not leave them unattended where others can take items from them.
