I was mulling over an idea that could affect certain combat zones (like the bandit camp or Valeria), but to have NPC rogues or other thiefy types occasionally pop up inside different combat zones and attempt to steal from PC characters. If they get caught they attempt to flee (using all sorts of nifty GTFO abilities), before disappearing if they can't be tracked/found quickly enough (disappears like prey does when hunting). But, if said thief is caught (killed) there is a good chance for a solid riln reward, neat item otherwise potentially found in lockboxes or other places, or perhaps they were just poor and destitute and picked the wrong target that day and give next to nothing but regret.
Such NPCs I figured could be pretty uncommon, perhaps more so than most uncommon spawns, but still something to 1) keep PCs on their toes (perception isn't a wasted skill!), 2) give interesting interactions within combat zones outside of the typical enemies in every area. Could also be a potential party member of bandit factions that try to jump people on roads and the like (or just certain areas). A good reminder that there are plenty of opportunists out in the world, and worth remembering in one way or another (also gives credibility to potential undergrounds societies).
Areas full of hostile baddies just itching for a fight, and ready for you to practice combat against.
