Right now, the market price for steel does not accurately reflect its in-game rarity. For example, when appraised at the market, steel weapons sell for the same price as iron ones. Those prices are manually set by the staff, and steel's rarity has not been factored into that. (Every metal suffers somewhat from this, but it is especially pronounced for steel.)
My suggestion is simple: anything made from steel should not be accepted by the market when using the 'sell' command. If PCs want to sell steel goods, they will have to 'consign' them and set a price or sell them in person-to-person transactions.
