It seems to me to be strange that you can't wear a skirt and a pair of greaves at the same time. I mean a skirt is a flowing garment that could easily fit over a pair of greaves without issue. So it just seems to be odd that you can't.

Yes, I agree. Arguably, it could be said to look "odd", but it is doable IRL. Please include kilts in the change, if you don't mind.
It's not hard to make decisions when you know what your values are.
