DISMISS an effect

The DISMISS command can now be used to end certain effects early. Using the command without any arguments will list any active effects that apply (and give syntax examples). Dismissable effects will now also be indicated in the output of the effects command.
This currently only applies to Shadow Cloak (Warlocks), but if anyone thinks of other current effects that should be dismissable, let me know.
