Tracking skill now has meaning

Tracking was previously a one-point-wonder, working at full capacity at the lofty sill level of 1. Whoops. Back from when it was ability-based, and simply "on" or "off". I've implemented some changes so that there's now a reason to actually invest points into this fabulously useful skill.
