Twilight Eye provides stationary ESP crystal for public use

A stationary public use ESP crystal has been set up in the Twilight Eye Services office of Town Hall (up the stairs and to the west). ESP can be both transmitted and received in this room even for characters who don't have an ESP artifact of their own.
This was primarily done so that people who die can go there and ask for help recovering their corpse (or with any other post-death assistance) on the ESP network without having to try and find/save up for a new pendant. This service should be common enough knowledge in Shadgard that if someone asks for help on the OOC channel after dying, players can OOCly direct them to do this as a first step of finding assistance and a solution in an IC manner.
