Primal Bond bonus of War Riding now actually works

Per the changelog: The Primal Bond bonus (Brs, Rng, Pri) of the War Riding ability now actually does what it says and reduces mount maneuver cooldowns based on the rider's Druidry skill. These reductions can be seen in the "Cooldown" column of the output of the mount command while riding a mount with activatable moves or abilities.
