Less roundtime-based defense against ranged attacks (except shield users)

First: There was a bug with ranged weapons(bows, slings, crossbows, hurled weapons, etc. - NOT cast spells) that was causing roundtime-based defense against them to potentially go all the way up to 5x. Which is a lot, and I apologize to the ranged weapon users that have been putting up with that for so long.

While looking at the above, I thought it might be a good time to throw ranged combatants a bone and say it's generally harder to dodge out of the way of a speeding projectile than it is an incoming melee swing. So, that roundtime-based bonus now caps at 2x against ranged attacks of all kinds (weapons and spells both - may be exceptions for certain cases), which is one less than defense against melee. The exception is shield users, however - forever the bane of ranged attackers, shield users suffer no lowered reroll defense penalty against ranged attacks.
