Fine Quality

Crafters with a skill of 400 or more in their craft can now potentially produce Fine quality items. Note that a skill of 400 doesn't guarantee it - some items (usually those with higher skill requirements in the first place) might require greater amounts of skill to produce higher qualities. These thresholds will likely be tweaked over time, and affinities will likely play a part in quality determination once they're fully implemented.
