There's also five containers in the inn rooms I've used. Are you using one of the small ones for your not-main inn? Wardrobe, footlocker, dresser, trunk, and table. You can also put containers in vaults. I have one of each type to help organize my stuff and there's still floor space for stuff I need...

If handcarts are intended only for moving items for specific purpose rather than storage, is it possible to just have the contents of handcarts be janitored? So the player has to be with the handcart if they want the stuff to stay in it. Easily RP-justified as theft or the like. Or they can leave it...

Honestly, I feel like inn rooms shouldn't be used for bulk storage. They're living spaces, and they have a ton of containers in them already. Vaults should be used for the bulk of player storage.
